Ezekiel 20:25

וְגַם־אֲנִי֙ נָתַ֣תִּי לָהֶ֔ם חֻקִּ֖ים לֹ֣א טֹובִ֑ים וּמִ֨שְׁפָּטִ֔ים לֹ֥א יִֽחְי֖וּ בָּהֶֽם׃

And I also gave to them statutes that were not good, and judgments by which they could not live.
